The Ukraine: USG Exchange Alumni Small Grants Program is a competitive small-grants opportunity run by the U.S. Embassy in Kyiv under the U.S. Department of State. It is designed specifically for alumni of U.S. Government-funded exchange and training programs to launch practical, alumni-led projects in Ukraine. The overall aim is to strengthen alumni networking, professional growth, and civic engagement while supporting Ukraine's reform efforts, promoting tolerance, helping integrate marginalized and displaced groups, and reinforcing the people-to-people ties between the United States and Ukraine. In this round, the Embassy places particular emphasis on initiatives that help communities respond to and reduce the impacts of Russia's unprovoked aggression against Ukraine.

Projects are expected to align with one or more priority themes. These include work that supports Ukraine's democratic development and European integration; peacebuilding, national unity, and conflict resolution; community problem-solving and local recovery, reconstruction, and reform efforts; and direct support to vulnerable groups such as internally displaced persons, veterans, and people with disabilities. The program also encourages proposals that counter malign influence and Russian propaganda by improving media literacy and cyber hygiene, as well as projects that promote youth leadership, volunteering, and empowerment. Additional eligible themes include education reform (including civic education), English teaching and learning, alumni association events and networking activities, stronger collaboration with Ukraine's Window on America network, and professional trainings or conferences for peers and fellow alumni.

Eligible applicants fall into two main categories. Individuals may apply if they are Ukrainian citizens with permanent residency in Ukraine and are alumni of qualifying U.S. Government-funded exchanges or trainings. Examples listed include State Department Educational and Cultural Affairs programs such as FLEX, Global UGRAD, Muskie, Fulbright, teacher exchange programs, IVLP, and Professional Fellows, along with other State-funded initiatives like press tours and tech camps. Alumni of programs funded by USAID, the U.S. Department of Agriculture (including the Faculty Exchange Program), and the Department of Commerce (including SABIT) are also eligible, as are participants in the Open World Leadership Program funded by the U.S. Library of Congress. Ukrainian registered non-profit, non-governmental organizations may apply as well, but only if a U.S. exchange alumnus or alumna is a member and will play a significant role in designing and implementing the project; alumni associations and other groups clearly connected to alumni networking are also eligible. U.S. organizations, third-country organizations, and individuals are not eligible, and Ukrainian alumni who do not permanently reside in Ukraine are also not eligible.

Funding details are straightforward and relatively small by design. The performance period can be up to 12 months, with projects intended to be completed during 2022 to 2023. Total funding available for this competition is $225,000. Individual grants can be awarded up to $5,000, while organizational awards can go up to $50,000, with an average organizational award size noted as up to about $25,000. The number of awards depends on available funds and the overall strength and quantity of proposals. The Embassy may use different federal funding instruments, including grants, fixed amount awards, or cooperative agreements.

The timeline provided in the notice indicates that proposed projects should start no earlier than July 25, 2022, and no later than September 20, 2022, with an anticipated program start date listed as May 25, 2022. The original closing date for applications is June 27, 2022. Applicants are also encouraged (but not required) to include cost sharing or matching support, which can be in-kind contributions or coordination with other donors.

Because the program was issued during the COVID-19 period, applicants are expected to include a virtual option in their proposal. Even if a project is designed for normal conditions, the Embassy wants to see a realistic plan for how activities could still be carried out if travel or public gatherings are limited, including adjustments for public health concerns.

For administrative requirements, organizations must have a Unique Entity ID (UEI) to receive a federal award, while individuals do not need a UEI and do not need to be registered in SAM.gov.
