Opportunity Information: Apply for PAS UKRAINE 2019 014
The Ukraine Press Tours grant opportunity (Funding Opportunity Number PAS UKRAINE 2019 014) is a discretionary U.S. Department of State award run through the U.S. Mission to Ukraine (U.S. Embassy Kyiv). It funds one Ukrainian nonprofit organization to coordinate and carry out a series of press tours designed to bring influential European journalists from outside Ukraine into the country to deepen their understanding of Ukraine and to strengthen the quality and depth of European media coverage. The overall intent is exposure and access: helping visiting journalists engage directly with Ukraine's government institutions, civil society actors, business community, media landscape, and cultural life through a structured, hands-on itinerary.
The selected grantee is expected to execute a total of 16 press tours over a 24-month period, working closely with U.S. Embassy Kyiv throughout planning and implementation. The program anticipates a steady cadence of tours across multiple seasons, ideally scheduled as four tours in fall 2019, four in spring 2020, four in fall 2020, and four in spring 2021. Each tour is envisioned as a small group format, averaging around four European journalists per tour, plus accompanying staff from the grantee organization who will manage logistics and support the group on the ground.
While the tours are specifically intended for European journalists and can include participants from print, television, and social media backgrounds, the grantee will not be responsible for selecting the individual journalist participants. Instead, the implementing organization focuses on designing and delivering the tour itself, ensuring the experience is well-organized, informative, and logistically smooth. Each tour should run about 3 to 5 days and include substantive meetings with key newsmakers in Kyiv, along with travel to eastern Ukraine and/or other regions to provide broader geographic and contextual exposure beyond the capital.
A major portion of the grantee's responsibilities centers on end-to-end in-country arrangements. This includes organizing transportation within Ukraine, all transfers such as airport pickup and drop-off, accommodations, meals and incidental expenses while in Ukraine, and arranging translation or interpretation services as needed. Just as importantly, the grantee must build the full program of engagements for each tour, meaning scheduling and coordinating meetings, briefings, and site visits with relevant officials, experts, and stakeholders so that each delegation has direct access to a wide range of credible voices and institutions.
From a funding and eligibility standpoint, the opportunity is offered as a grant with an award ceiling of $200,000 and an expected number of awards of one. Eligible applicants are Ukrainian nonprofit organizations that do not have a 501(c)(3) status with the U.S. Internal Revenue Service (other than institutions of higher education). The opportunity was posted July 5, 2019, with an original application deadline of August 6, 2019. Applicants are directed to consult the full Notice of Funding Opportunity on the U.S. Embassy Kyiv website for complete application instructions, required components, and submission details.Apply for PAS UKRAINE 2019 014
