Opportunity Information: Apply for SFOP0010174
The FY 2024 Young Southeast Asian Leaders Initiative (YSEALI) Academic Fellowship is a U.S. Department of State Bureau of Educational and Cultural Affairs (ECA) funding opportunity to support one organization in designing and running a large, structured academic exchange program for emerging leaders from Southeast Asia. The opportunity is administered by ECA's Office of Academic Exchange Programs through its Study of the U.S. Branch (ECA/A/E/USS). The selected applicant will receive a single cooperative agreement, meaning the U.S. government expects to be actively involved in the program's execution and coordination rather than simply providing funds with minimal oversight.
At its core, the fellowship is built around 20 separate Institutes that together will serve about 500 participants, primarily undergraduate students and recent graduates drawn from across Southeast Asia. Ten Institutes are expected to run in spring 2025 and another ten in fall 2025. Each Institute will focus on one of four YSEALI themes: Civic Engagement; Sustainability and Environment; Innovation, Entrepreneurship, and Economic Empowerment; and Society and Governance. The purpose is to give participants a solid foundation in one of these topic areas while exposing them to U.S. approaches, institutions, and community practices relevant to leadership and problem-solving.
Each Institute is designed as a five-week program for a cohort of 25 participants from multiple Southeast Asian countries. The structure includes roughly four weeks of academic residency hosted on a U.S. college or university campus, followed by an integrated educational study tour of about one week. The study tour includes time in Washington, DC and takes place at the conclusion of the Institute. Beyond the Institute-level experience, the award recipient must also coordinate with ECA to ensure that all participants are able to join a larger Washington, DC-based YSEALI Fellows Forum that will occur in both the spring and fall periods, creating a broader convening and networking component that connects cohorts and amplifies the program's regional impact.
The organization that wins the award is responsible for end-to-end program planning and implementation, including overseeing and coordinating all 20 Institutes across the four themes. In practice, that means building the overall program design, establishing the academic and experiential components, coordinating logistics and scheduling across multiple host campuses and Washington, DC programming, and ensuring consistent quality and alignment with ECA guidance. Because this is a cooperative agreement, the recipient should expect ongoing coordination with ECA on key program elements, including participant integration into the Fellows Forum and adherence to the detailed program-specific guidelines referenced in the Notice of Funding Opportunity (NOFO), particularly Section A.3.
In terms of funding and competitiveness, the opportunity is a discretionary federal award with an award ceiling of $10,000,000 and an expectation of only one award being made. The opportunity number is SFOP0010174 and the CFDA number listed is 19.009. Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, and nonprofit organizations with 501(c)(3) status (including nonprofits other than higher education institutions). The posting was created on January 4, 2024, and the original application closing date was March 8, 2024. Anyone developing a proposal would need to rely on the full announcement for the detailed requirements, selection criteria, allowable costs, and the specific program guidelines that govern how the Institutes and DC components must be organized and delivered.Apply for SFOP0010174
