Opportunity Information: Apply for DOS AF MAP PD FY23 07

The grant opportunity titled "Advancing Arts for Youth in Pemba and Metuge" is a U.S. Department of State (U.S. Embassy in Mozambique) funding competition focused on strengthening stability in Cabo Delgado by expanding and improving youth arts programming. It is designed to support the Provincial Cultural Center in Pemba, which is managed by the Provincial Directorate for Culture and Tourism and functions as the main cultural hub for residents in and around the provincial capital. The Center already runs music, dance, and visual arts activities for young people, and the grant aims to both reinforce those existing classes in Pemba and extend similar services to youth in Metuge through a mobile arts initiative.

The need for this project is tied directly to the humanitarian and security situation in northern Mozambique. The ISIS-Mozambique insurgency has driven mass displacement across the region, with close to one million people displaced, largely women and children. Pemba has absorbed a rapidly growing population of children and young adults, many of whom are coping with trauma, disrupted schooling, limited job prospects, and reduced access to social services. Within that context, the Embassy frames arts programming as more than recreation: it is intended as a safe space for self-expression, a way to build life skills, a tool for trauma support, and a potential pathway toward livelihoods and economic self-sufficiency.

The award is funded under the Global Fragility Act, aligned with the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). The long-term stabilization objective behind the grant is to help Mozambican individuals, communities, and institutions become more resilient and better able to support enduring stability, including through stronger social cohesion. The specific program objective for this grant is to increase participation among youth ages 7 to 21 in structured arts classes that promote self-expression, teach practical life skills, and support healing from trauma. The primary target audience is children and youth within that age range who attend or would attend programming at the Provincial Cultural Center in Cabo Delgado, with expansion to reach displaced and vulnerable youth populations in Metuge.

A central part of the opportunity is addressing the Cultural Center's practical constraints that currently limit program quality and scale. The Center reportedly faces shortages of musical instruments, insufficient supplies for visual arts and crafts, the lack of a recording studio, damaged classroom furniture, no internet access, and inadequate storage for books and equipment. Proposals are expected to respond to these gaps and also include training for staff so they can properly operate, maintain, and sustain improved spaces and newly purchased equipment.

The grant funding is intended to cover a defined set of improvements and expansions. These include refurbishing outdoor seating areas and the stage platform to improve performance and gathering spaces, as well as outfitting three arts classrooms plus a dedicated storage room and a recording studio with appropriate equipment to strengthen instruction and production. Another key activity is launching the local government's mobile artist concept (referred to as the "Artistical Movel" initiative), which would enable already trained Cultural Center staff to travel to Metuge and provide arts-based, art-therapy style activities for large numbers of internally displaced children and young adults there. The Embassy notes that detailed plans for these components are available upon request via the program email.

In terms of funding and logistics, the opportunity is structured as a grant with an award ceiling of up to USD 400,000, subject to availability of funds, with an 18-month period of performance. The competition anticipated a single award. Applicants are expected to submit a clear, detailed activity plan that fits within the total budget ceiling, with special attention to safety measures given that most participants are minors or young adults. The Embassy also strongly encourages the use of local labor, local implementing partners, and local service providers, and notes that incorporating American culture and expertise is encouraged as well. Pre-award costs, such as expenses incurred by applicants to conduct initial site surveys in preparation for an application, will not be covered.

For application or technical questions and to request the detailed project plans, applicants are directed to contact the Embassy at MaputoPDproposals@state.gov. The opportunity identifies Cabo Delgado, specifically Pemba, as the priority region, while explicitly including expansion activities in Metuge as a core part of the project scope.
